Chief Secretary for Administration Carrie Lam praised the current HKSAR government as highly efficient and corruption-free, and that she is proud of this government in a forum on 28 November. Lam said one of her job duty is to ensure the judiciary branch can be independent within resources constraint and that Hong Kong remains under the rule of law. She also exclaimed that the public servants have been excellent both before and after the handover in 1997.
Lam also told reporters not to treat her speech as an election campaign for running for the next term of Chief Executive, but rather some honest viewpoints of a government official who has served for 36 years.
However, there has been numerous cases involving government and ICAC officials in this term of government alone. With Chief Executive CY Leung receiving 50 million from UGL, former commissioner of the ICAC Timothy Tong involved in corruption cases as well as Rebecca Li Bo-lan, the former acting commissioner of the ICAC being replaced with no explanation announced, the so-called corruption-free is merely a mirage.
Furthermore, the heavy metal in drinking water incident in 2015, the seven police officers assaulting Ken Tsang and former police officer Franklin Chu assaulting pedestrians during the Occupation in 2014 along with countless criminal offences by off-duty policemen, and the high-speed railway project and many other public construction projects being over-budget, all demonstrate the failures of this government vividly.
