熱血公民成員 Jerome Chiu 在8月23日出席平機會「歧視條例檢討公眾諮詢會」時候的一段發言， 他明確指出港中矛盾最大的因由是香港人對來港人仕並無審批權，更表示平機會本次的歧視條例立法是助紂為虐，勢必遺害無窮。

在談到最大的鯁喉巨骨前，我先向平機會致意。你們不遺餘力地幫助與維護因種族、性別、殘疾、性向之由而受苦受難的人，我們欣賞並且支持。你們爭取公義的基礎，立根於最根本的道德原則：「人不應為了己所不能自由抉擇的一切付上任何責任。」我們的性別、膚色、性向，皆非己之所欲而得，皆生而得之也！一己之意欲，無論有多強，性別、膚色、性向始終無法隨己意而變。我們也一并維護因自然的生物本能而來的行為取向：女人生兒育女、餵哺嬰孩，都是天經地義。所有對這些人這些事的迫害攻忤，都是歧視；每當平機會為這類不公義而挺身而出時，我們都會生死與共，鼎力支持。
不過，大自然從來沒有迫過任何人打尖插隊。這些人從來不會被迫在公眾場所大小便—這都是基於自由意志的自由選擇。我們喝叱責難非議辱罵，都因為他們通通都有能力忍一時以利公益，而他們卻不屑為之。尚公尚義尚禮尚法是我們毋須宣之於口但了然於眾心的社會契約，對此我們都珍之重之。假若這社會契約橫遭踐踏，我們感到焦慮煩厭憤慨都是自然不過的事。至若厭形於色，憤而吐之，我們也都沒有定於一尊的權勢；我們都是無權無勢的草民而已。無權無勢的，也非獨漢裔港人；我們也包括來港當家傭的菲律賓人、印尼人、泰國人；也包括來港已歷兩代三代四代五代，能操純正粵語的南亞人；我們要謹記的，還有尼泊爾人—他們的先輩是啹喀兵，曾經為港出生入死，鞠躬盡粹，我們至今無以為報。
所以，當大陸人似乎成了眾矢之的，似乎都成了打尖插隊、隨地大小便的代言人時，唯一的合理解釋，就是他們得處囊中，自然會脫穎而出。君不見旺角、銅鑼灣、上水各地，或者其亂之尤堪稱兩分天下的迪士尼樂園與海洋公園，處處充斥拖箱惡霸，都能在轉瞬之間席捲全城，而全城百姓都在他們箱光肘影之下紛紛倒地。
凡此種種，皆非吾等之過，亦非爾等之過，亦非社會之過。我們必須竭力揀出危及氣管食道，久必致死的鯁喉巨骨：香港人沒有大陸人來港的審批權。夜之幻影也好，暗之游俠也好，黑魂紳士也好，新月之暈也好，到底臭如舊。來港的大陸人，其上者直諒多聞，謙恭有禮，唯惜其鮮耳；其下者，儼然有君臨天下之勢，而且其勢其行往往一致。他們與怯懦無權亟須維護的弱勢社群絕不可同日而語，因為他們都恃着強勢而來。為強者增強可恃之勢，猶如助紂為虐，旦夕得之，勢必其惡無盡，遺害無窮。

I’ll address the elephant in the room in a minute, but first of all I’d like to show our appreciation and support towards the EOC for setting out to help and to defend all those people who suffer because of their race, their gender, their disability, their sexual orientation, and so forth. Your fight for justice is rooted upon the fundamental moral principle that people should not be held responsible for what aren’t the results of their own choice—we didn’t choose our gender, or the colour of our skin, or the kind of people we’re attracted towards—we’re born that way. None of this could have been otherwise even if we had wanted it to. By extension we also defend those who suffer because of what they do as a result of a natural, biological calling: women who become pregnant, and women who breast-feed their children. All persecution against people whose characteristics aren’t of their own choosing is discrimination, and whenever the EOC seeks changes in order to defend the sufferers of such injustices, they have our full and unwavering support.
But nature never forces people to jump queues. These people aren’t forced to urinate and defecate in public—they choose to, out of their own free will. When we admonish them, criticize them, or even call them names, we do it exactly because they could have chosen to refrain from doing all these things. We all treasure the implicit and unspoken social contract that is common civil decency, and it is only natural for us to feel anxious, agitated, and angry when we see it violated flagrantly. When we display our agitation and voice our anger, we aren’t doing so from a position of power, for we are the ones who are powerless, and by that we mean not only ethnic Chinese Hongkongers, but also current and former domestic helpers from the Philippines, Indonesia and Thailand, South Asians who are 2nd, 3rd, 4th, or 5th generation immigrants who perhaps speak a little Hindustani but are unmistakable native speakers of Cantonese, and let’s not forget the Nepalis, sons and daughters of Gurkas whom we owe a massive debt.
So when mainlanders seem to be singled out to represent the queue-jumpers and public defecators, the only reason for that is because they are truly outstanding. Just go to Mong Kok, or Causeway Bay, or Sheung Shui, or—tied for champions in this list—Disneyland and the Ocean Park, and see the suitcase-hoarding gangs rush in and get the best seats—or indeed all the seats—in front of and in full view of the queue.
It’s not our fault that they single themselves out, nor is it your fault, nor is it society’s fault. It is the fault of the elephant in the room: the fact that we have absolutely no control over who are to be let into Hong Kong. Squire of the night’s body, Diana’s foresters, gentlemen of the shade, minions of the moon—call them what you will—the best of these people come to Hong Kong with respect and admiration for this vibrant city just like the rest of the world; but the bulk of them come here with the attitude of colonial masters and often act exactly that way. They are not the meek and the powerless who need protection, they come to Hong Kong from a position of great power. Don’t try to give them even more power than they already have, for if you do, they will strip us bare and crush us even more mercilessly and brutally than they’ve already done.
